A Judge Pulled Trump's $5,000 Ad. On Election Eve, He Made the Promise Live at the Lincoln Memorial

Three days after a Biden-appointed judge ordered the White House to take down its "$5,000 to Americans" video, Trump closed the midterm campaign at the reopened Reflecting Pool: win Tuesday, and every adult gets $5,000.

On Friday, a federal judge in Manhattan ordered the White House to take down a video of President Trump promising Americans $5,000. On Monday, the day before Election Day, Trump stood at the Lincoln Memorial and made the promise again, in person.

"If we win the election, everybody is going to get $5,000," he said. "Every adult is going to get $5,000. But you have to spend it in the United States of America."

It was the president's closing argument of the 2026 midterms, and he chose an unusual stage for it: the Reflecting Pool his administration had just finished rebuilding, with the Washington Monument at his back. The White House carried it live on its own YouTube channel.

The ad a judge pulled

The $5,000 pledge isn't new. Trump first made it on Oct. 3 in an Oval Office video posted to his X account, and the White House turned it into a spot called "$5,000 to Americans." On Oct. 30, U.S. District Judge Jennifer L. Rochon, a Biden appointee, ordered the administration to "immediately remove" it and two other ads from government sites and to cancel arrangements for the super PAC MAGA Inc. to air them, after calling them "purely partisan." The White House called that ruling lawless, as we reported Friday.

The order covers the ads. It doesn't cover the president's mouth. On Monday Trump simply said the line himself, to a live audience and a live camera.

'The most extreme and dangerous slate'

Trump spent the first part of the speech on the pool itself before turning to Tuesday. "As you know, this is the last day before the midterm elections, the most important midterm, I believe, in our lifetime," he said. "The Democrat Party has nominated the most extreme and dangerous slate of candidates in American history."

He listed what he called their agenda: "open borders, raising your taxes by trillions of dollars, taking away your guns," ending oil and gas, and "opening the floodgates to millions of migrants from all over the world, hoping to get them to be able to vote." Then the line that will get clipped tonight: "The Democrats want to blow all of this up by electing communist jihadists, and the United States Congress will not allow that to happen."

He named names. He said Michigan Senate nominee Abdul El-Sayed gathered signatures to make the ballot at what Trump called a "radical mosque" that calls the United States "the House of Satan." And he hit Alaska's "Decoy Dan" scheme: "In Alaska, the Democrats conspired to get a fake Dan Sullivan on the ballot to confuse voters and run against the real Dan Sullivan."

Trump also gave voters a frank piece of history. Usually, he said, "the sitting president doesn't win the midterms." Since World War II, the president's party has gained House seats in only two midterms, 1998 and 2002. His answer was turnout: if the people who voted for him in 2024 "go out and vote, just a good portion of them, we will win in a landslide."

The D.C. numbers

The other half of the pitch was the city behind him. "We are making D.C. safe and beautiful again," Trump said, crediting the National Guard and law enforcement with "over 16,000 arrests, including over 3,000 narcotics arrests, hundreds of gang members and dozens of murderers."

If anything, he undersold it. The U.S. Marshals Service, which runs the Make D.C. Safe and Beautiful Task Force, put the count past 16,000 at the task force's one-year mark in August, including more than 3,200 narcotics arrests and 35 homicide suspects. By its Oct. 9 update, the total was 18,344 arrests and 2,157 guns seized.

Bar chart: the Make D.C. Safe and Beautiful Task Force passed 16,000 arrests at its one-year mark in August 2026 and reached 18,344 arrests by Oct. 9, 2026, with 2,157 firearms seized.

Why the pool

The Reflecting Pool has been a headache for every administration that touched it. It was built in the 1920s on marshland with no pilings, and by the Obama years it was sinking, cracking and leaking about 500,000 gallons a week, according to the Interior Department. A two-year, $34 million rebuild paid for with stimulus money reopened it in 2012. Trump's crews drained and recoated it this year, and the work ran into algae and peeling problems over the summer that Trump has blamed on vandals.

The National Park Service's posted notice kept the pool fenced off until Nov. 20. Instead the fences came down Thursday night, Oct. 29, three weeks early, and on Monday Trump opened with the headline he wanted: "Today, I'm thrilled to announce the official opening of the Lincoln Memorial Reflecting Pool."

What's next

Polls open Tuesday. Republicans are defending narrow majorities in both chambers, and Trump held the last rally of his midterm blitz Sunday night in Salina, Kansas. Judge Rochon's order runs 14 days, past Election Day. Whether anyone ever sees a $5,000 check depends on who wins Congress, which is exactly the case Trump made from the steps of the Lincoln Memorial.
